What is INTACH and what are its objectives ? | |
INTACH is an NGO that aspires to protect the natural, cultural and man-made heritage of an area through conservation, protection and education for the benefit of the current and future generations. It is guided by the Constitution of India's Fundamental duties 51-A which states that "It shall be the duty of every citizen of India to value and preserve the rich heritage of our composite culture." | |
What is a Heritage I Building? | |
Heritage Grade I comprises of buildings, and precincts of national or historical importance, embodying excellence in architectural style, design, technology and material usage. They may be associated with a great historical event, personality, movement or institution. They are the prime landmarks of a city. | |
What is the scope for changes in Heritage 1 buildings ? | |
No interventions are permitted either on the exterior or interior of Heritage 1 buildings unless it is necessary in the interest of strengthening and prolonging the life of the building itself or its precincts. For this purpose, absolutely essential and minimal changes are allowed and they must be in accordance with the original plan of the heritage structure or area. | |
What is the procedure for carrying out changes on buildings which come under Grade 1 category ? | |
Permission for development purrposes is given by the Planning Authority on the advice of the Heritage Conservation Committee which is appointed by State Government. It is important for us to note that all development in areas surrounding Heritage Grade I structures are regulated and controlled, ensuring that they do not mar its grandeur or view in any manner. | |
Who decides upon the grading of Heritage buildings that are listed ? | |
The Urban Heritage Committee set up by the State decides which buildings go under which grade. Following this, the Corporation either accepts or rejects these. The state then, notifies the list and the buildings are officially listed. | |
What is the Grading System ? | |
The Criteria for grading of buildings, precincts and areas are made on the basis of the following. 1 Value for architectural, historical or cultural reasons. 2 Value for date, period, design or uniqueness of building. 3 Relevance to Social and Economic History. 4 A building, group of buildings or area of distinct architectural design or style, historic period or way of life having sociological interest and or of community value. 5 Unique value of a building, architectural feature or artifact that is part of a chain of architectural development that would be lost if broken. 6 Its value as a part of a group of buildings. 7 Representing forms of technological development. 8 Vistas of natural scenic beauty or interest, waterfront areas, planned lines of sight, street lines, skylines or topography. 9 Open spaces sometimes integrally planned with their associated areas often having a distinctive way of life, having potential or are areas for recreational purposes. | |
After INTACH makes the Heritage list and hands it over to the concerned bodies, what happens next ? | |
The development permission for changes required would be given by the Planning Authority on the advice of the Heritage Conservation Committee. This activity is carried out by the State Government. | |
Does preserving Heritage hamper progress ? | |
Preservation of buildings does not hamper progress as these can be altered as per the rules depending on the grade; but if we do not protect these structures now we would have no history left and would lose our identity and the very essence of our past glory. | |
What are the different types of heritage ? | |
Heritage can be environmental, architectural, archaeological or culture and crafts related. It is not restricted to monuments alone. We can find artifacts of historical, cultural and environmental value in our very own neighbourhoods. | |
What physical area comes under INTACH Pune ? | |
INTACH Pune has no set boundaries as we have members stretching from Kalyan to Amravati. We also have members presently residing in places far and wide such as Ahmedabad, Hampi and the USA. The local chapter of an area is important so that members can work on any area without barriers of location. INTACH Pune members have been working in places like Nashik, Panchgani, Mahabaleshwar, Latur and along the Konkan Coast. | |
